摘要
机构合并是提升党政组织效率的重要手段,也是中国历次党政机构改革的焦点。然而,现有研究少有触及不同层级政府机构改革联动现象。本文以2018年文旅机构改革为例,围绕机构前身、改革进度和领导安排,探究跨层级政府机构改革的一致性与异质性。研究发现,不同层级政府机构改革都存在着纵向对齐、横向看齐和部门竞争三条相互排斥又彼此融合的逻辑,但是每条改革逻辑在不同层级的解释力各有所长,体现出层级差异的特征。本文揭示了跨层级政府机构改革的联动效应和交叉逻辑,为理解各级政府改革提供了初步证据,并提出了未来值得研究的若干问题。
Institutional merger and consolidation is an important way to improve the efficiency of organizations,and has been the focus of institutional reforms in China.However,few studies pay attention to how governments at different levels and regions promote the institutional reform.This paper focuses on culture and tourism institutional merger in 2018,including the specific agencies,progress,and leadership arrangements,to explore the consistency and heterogeneity of cross-level government institutional reforms.The study found that there are multiple logics of vertical alignment,horizontal learning,and inter sectoral competition which are mutually exclusive and integrated,and each of them has different explanatory power,presenting the principle of hierarchical role difference.These findings provide tentative evidence to understand the logic of cross-level government institutional reform,and then we propose to elicit the core questions in related field.
