数字赋能如何促进整全治理——基于浙江衢州“县乡一体、条抓块统”机构改革的案例分析

How Can Digital Empowerment Promote Holistic Governance——Based on the Reform of“Integration of Counties and Townships,Stripe Grab Block System”in Quzhou,Zhejiang Province

基层治理是国家治理的基石,推进基层治理体系和治理能力现代化需要深化治理机构改革、妥善处理条块关系、完善治理流程,走出碎片化治理困境。随着数字技术的迅速发展以及数字化平台应用的不断成熟,数字赋能成为完善治理体系和提升治理效能的方向。本文结合浙江衢州“县乡一体、条抓块统”的改革案例,提出依托数字赋能促进整全治理的研究框架,提炼数字赋能促进整全治理的推进路径,总结数字赋能促进整全治理的理论机制。衢州利用数字赋能对跨层级、跨地域、跨系统、跨部门、跨业务的治理资源进行有机协调与整合,促进条块协同和全流程治理的实践表明,通过数字赋能整全治理,可为解决基层治理难题提供一条新路径。

Grassroots governance is the cornerstone of national governance.To modernize the system and capacity of grassroots governance,it is necessary to deepen the reform of governance institutions,properly handle the Tiao-Kuai relation,improve governance processes,and get out of the dilemma of fragmented governance.With the rapid development of digital technology and the continuous maturity of digital platform application,digital empowerment has become a strategic direction of improving governance system and enhancing governance efficiency.This paper puts forward the research framework of promoting holistic governance based on digital empowerment,refines the promotion path of digital empowerment to promote holistic governance,and summarizes the theoretical mechanism of digital empowerment to promote holistic governance in combination with Quzhou’s reform case of“Integration of countries and Townships,Collaboration of Stripe and Block Systems”.The practice of organic coordination and integration of cross-level,cross-region,cross-system,cross-department,and cross-business governance resources by digital empowerment in Quzhou shows that digital empowerment promoting holistic governance can provide a new path to solving the difficult problems of grassroots governance.
