基于应急管理情境的临时性组织研究:核心要素与概念比较

Research on the Temporary Organizations in the Context of Emergency Management:Core Elements andComparison of Concepts

临时性组织作为组织的一种常见形态,在应急管理的快速决策与协同响应中发挥重要作用,但在组织理论和实践研究中长期未得到相应的关注。研究多种类型的临时性组织,特别是应急管理背景下的临时性组织,可以丰富和深化相关组织理论并为我们提供应急管理实践发展的新思路。本文旨在系统梳理临时性组织的共性特质,进而聚焦于应急管理情境中的临时性组织形态,并同已有的相似组织概念对话。本文通过理论回顾和比较研究,认为临时性组织理论的运用可以为推动新时代应急管理体系和能力现代化事业发展提供启发和借鉴,并提出未来可能的相关探索方向。

Temporary organizations,as a common form of organizations,play an important role in the process of rapid decision-making and collaborative response of the emergency management,while it has failed to receive corresponding attention in the research of organization theory and practice for a long time.The study of various types of temporary organizations,particularly those under the background of emergency management,not only expands and deepens the relevant organization theories,but also provides us with new ideas for the development of emergency management practice.This paper aims to systematically sort out the common core characteristics of temporary organizations,then focus on the temporary organization form in the emergency management situation,and have a theoretical dialogue with the existing similar organization concepts.Through theoretical review and comparative study,this paper argues that the application of temporary organization theory can serve as the inspiration and reference for promoting the modernization of emergency management system and capacity in the new era,and try to put forward the possible future direction of related exploration.
