摘要
基于金登的多源流模型从问题流、政策流和政治流三个方面对《中小学教育惩戒规则(试行)》的政策议程进行分析。研究发现:争议惩戒事件的频发、教育惩戒的“惧用”与“滥用”、政策法规的“断层”构成问题源流;地方政府的先试先行、政策网络成员的探讨构成政策源流;国民情绪和执政党以人民为中心发展教育的执政理念构成政治源流。在政治领袖影响、关键时间点上政策企业家的推动下,三条源流实现汇合,“政策之窗”开启,最终教育惩戒政策得以出台。
Based on Kindon’s multiple streams model,this paper analyzes the policy agenda of Punishment Rules for Primary and Secondary Education(Trial)from three aspects:problem stream,policy stream and political stream.The study found that the frequent occurrence of controversial disciplinary events,the“fear”and“abuse”of educational punishment,and the“fault”of policies and regulations constitute the source of the problem;the pilot of local government and the discussion of policy network members constitute the policy origin;the national sentiment and the ruling party’s ruling concept of people-centered development education constitute the political origin.Under the influence of political leaders and the promotion of policy entrepreneurs at key time points,the three streams converge,the“policy window”opens,and finally the education punishment policy is introduced.
