Design and Implementation of an Intelligent Approval System for Individual Business Registration

【目的】随着建设全国统一大市场、建设高标准市场体系步伐的加快,为更好服务个体工商户创业经营,提供更加高效智能化的服务系统,进一步优化营商环境、激发市场活力、助力经济持续健康发展,需要构建个体工商户登记智能审批模型。【方法】以河南省企业登记全程电子化系统为基础,采用大数据、人工智能等技术,从个体登记智能审批模式的发展背景、工作内涵、课题攻关难点、技术实现路径等方面探索了个体登记智能审批实现的方式方法及技术要求。【结果】构建了一套业务规范、流程标准、运行高效的个体工商户登记智能审批模型,解决了长期悬而未决的堵点难点问题,提高了行政审批效能。【结论】对当前全国推行个体登记智能审批、企业登记智能审批乃至“政务服务智能审批”建设都起到一定的参考和借鉴价值。

[Purposes]With the acceleration of the construction of a national unified market and the construction of a high-standard market system,in order to better serve the entrepreneurial operations of individual industrial and commercial households,provide a more efficient and intelligent service system,further optimize the business environment,stimulate market vitality,and to help the economy continue to be healthy develop,it is necessary to construct an intelligent approval model of individual industrial and commercial household registration.[Methods]Based on the whole-process electronic system of enterprise registration in Henan Province,using big data,artificial intelligence and other technologies,from the development background,work connotation,research difficulties,and technical implementation path of the intelligent approval model of individual registration,this paper explored the methods and technical requirements for implementing intelligent approval of individual registration.[Findings]The paper has built a set of business norms,process standards,and efficient operation of individual industrial and commercial household registration intelligent approval model to solve long-standing unresolved blocking points and difficult problems,and improve the efficiency of administrative approval.[Conclusions]It has a certain reference to value for the current nationwide implementation of smart approval for individual registration,smart approval for enterprise registration,and even the construction of"smart approval for government services".
