Evaluation of the Quality of Land and Space Utilization in Gaoling District

【目的】通过研究评价高陵区国土空间利用质量,为协调三类空间之间的矛盾,土地资源合理配置、开发利用保护,促进国土空间格局优化和推动区域可持续发展提供重要参考。【方法】以西安市高陵区为研究区,运用综合评价法构建评价模型及指标体系,对其国土空间“三大类”空间进行界定,分析评价高陵区国土空间的时空分异特性。【结果】①城镇空间利用质量分值由2014年的0.2升高到2018年的0.36;农业空间利用质量分值由2014年的0.12提高到2018年的0.15;生态空间利用质量由2014年的0.14降低到2018年的0.11。②城镇空间高等质量区集中分布于行政中心,并向外扩张;农业空间高质量区集中分布于区域北部及东部;生态空间高质量区集中分布于区域南部。【结论】①高陵区三类空间分布呈现“城镇空间西部集聚,农业空间东部连片,生态空间南部邻水”的特点;②2014—2018年国土空间综合利用质量呈现增长趋势。其中城镇空间增长突出,带动国土空间综合利用质量增长。③高陵区国土空间利用质量提升应从加快调整和优化产业结构、促进国土空间高效集约发展、持续推进城乡基础设施建设,严格保障国土空间生态安全等方面开展。

[Purposes]By studying the evaluation of the quality of land space utilization in Gaoling District,important references are provided for coordinating the contradictions among the three types of spaces,rational allocation,developing,utilization,and protection of land resources,promoting the optimization of land spatial pattern,and regional sustainable development.[Methods]This article takes Gaoling District of Xi'an City as the research area,uses comprehensive evaluation method to construct an evaluation model and indicator system,defines the"three major categories"of land space,and evaluates the spatiotemporal differentiation characteristics of Gaoling District's land space.Based on this,propose appropriate strategies and measures for improving the spatial quality of Gaoling District's land.[Findings]①The score of urban spatial utilization quality increased from 0.2 in 2014 to 0.36 in 2018;The score of agricultural spatial utilization quality has increased from 0.12 in 2014 to 0.15 in 2018;The quality of ecological space utilization has decreased from 0.14 in 2014 to 0.11 in 2018;②High quality urban spatial areas are concentrated in administrative centers and expand outward;High quality agricultural spatial areas are concentrated in the north and east of the region;High quality ecological space areas are concentrated in the southern part of the region.[Conclusions]①The spatial distribution of the three types in Gaoling District shows the characteristics of"gathering in the west of urban space,connecting in the east of agricultural space,and adjacent to water in the south of ecological space";②From 2014 to 2018,the quality of comprehensive utilization of national land and space showed an increasing trend.Among them,urban spatial growth is prominent,driving the quality growth of comprehensive utilization of national land space.③The improvement of the quality of land space utilization in Gaoling District should be carried out by accelerating the adjustment and optimization of industrial structure,promoting efficient and intensive development of land space,continuously promoting urban and rural infrastructure construction,and strictly ensuring ecological security of land space.
