河南省高新技术企业发展水平评价与量质齐升建议 被引量:1

Comprehensive Evaluation of Development Level of High-tech Enterprises in Henan Province and Its Improvement Proposals

摘要 高新技术企业是实施创新驱动发展的主力军.为探索河南省高新技术企业发展现状,构建了包含优化创业生态、营造创新环境、促进开放创新、推动创新发展和发挥示范作用等五个维度的高新技术企业发展水平指标体系,并结合熵权法对河南省各地市高新技术企业发展水平进行系统分析与评价.结果表明,近年来河南省高新技术企业综合发展较好的地市为郑州、洛阳.不同地区由于地理位置、社会环境、基础设施和资源环境等差异,各指标表现出不同的发展状态.部分地区在高新技术企业的培育及发展过程中仍存在一定困难.因此提出相应的量质齐升建议,以期为河南省各地市扎实推进高新技术企业发展提供有益参考. High-tech enterprises are the main force in implementing innovation-driven development.In order to explore the development status of high-tech enterprises in Henan province,we’ve constructed the development level index system of high-tech enterprises from five dimensions,including optimizing entrepreneurial ecology,creating innovation environment,promoting open innovation,promoting innovative development and playing a demonstration role,and the entropy-weight method is adopted to systematically analyze and evaluate the development level of high-tech enterprises in various cities in Henan Province.The results indicate that Zhengzhou and Luoyang have achieved better comprehensive development of high-tech enterprises in Henan Province in recent years.Because of the differences in geographical location,social environment,infrastructure and resource environment,various indicators exhibit different development states in different regions.Some regions still face certain difficulties in the cultivation and development of high-tech enterprises.In order to provide useful reference for the solid promotion of high-tech enterprises in Henan Province,the paper puts forward the corresponding suggestions for the simultaneous improvement in quantity and quality.
