Organized Scientific Research in Universities:Characteristics,Models,and Strategies

摘要 高校有组织科研呈现出科研目标从“泛化松散”到“问题聚焦”、科研组织从“有实体的组织性”到“超越实体的有组织性”、科研主体从“一方主导”到“多方协同”、科研内容从“单一领域”到“多维立体”的演化特征。完善有组织科研的运行模式,离不开服务多样化科研需求的集群要素、支撑多类型科研创新的网络结构,以及促进多环节高效运行的全流程机制。系统推进有组织科研,需推动项目管理制度、科研评价制度、科研成果转化制度变革,激活自主创新活力;加快战略型人才智库平台、项目数据管理与共享平台、智能试验模拟平台建设,完善多元创新服务;加强学术探索氛围、科研合作风貌与本土创新文化塑造,形成开放型创新生态。 Organized scientific research in universities has shown such characteristics as research objectives focusing on problems,research organizations beyond entities,research subjects of multi-party collaboration,multi-dimensional research content.Improving the operational model of organized scientific research relies on cluster elements serving diverse scientific research needs,a network structure supporting multiple innovation,and a full process mechanism promoting efficient operation of multiple links.Systematically promoting organized scientific research,universities need to promote changes in project management,research evaluation,and research achievement transformation to activate the vitality of independent innovation;accelerate the construction of think tank platforms,project data and sharing platforms to improve diversified innovation services;strengthen the atmosphere of academic exploration to form an open and innovative ecology.
