System Design and Exploration of Public Health from Informatization to Digital Transformation

以数字化转型为契机,立足于未来公共卫生体系的高效率、高质量发展,以多维度、多层次、智能化的方式重新解构现有公共卫生信息化体系。通过对比现有公共卫生信息化体系与数字化转型公共卫生体系在建设模式上的不同,梳理新一代数字技术为公共卫生赋予的新内涵,提出基于中台的新型数字公共卫生应用生态架构及技术能力架构的顶层设计。并结合具有代表性的数智应急场景设计,探索公共卫生可行的数字化转型路径。为深入开展公共卫生数字化转型研究与应用实践提供建设性建议。

Taking digital transformation as an opportunity,based on the efficient and high-quality development of the future public health system,we will reconstruct the existing public health system in a multi-dimensional,multi-level and intelligent manner.After comparing the differences in construction mode between the current informationalized public health system and the digital transformation of public health system,to summarize the new connotation that the new generation of digital technology gives to public health and proposes the top-level design in ecological and technical framework of the new digital public health application based on the middle platform.And combined with the specific and typical emergency control circumstances solved by the digital and intelligent way,the attainable transformation path of digital public health is to be achieved,so as to provide the constructive suggestions for the in-depth research and practical application of digital transformation in public health.
