中国特色新型智库是中国式现代化建设中治理体系的重要组成部分,是提升政府治理能力的重要力量。地方高校作为生产知识技术和培养人才队伍的重要基地,为智库建设提供专业的人才支撑和技术储备。但高校新型智库在推进地方政府意见咨询、决策模式和管理模式方面与建设的总体要求还存在一定的差距。规模体系不健全、研究领域不聚焦、研究层次不高和品牌知名度低等问题限制着高校新型智库服务地方政府决策的能力。通过对盐城市高校新型智库的特征、服务政府决策面临的困境进行分析,找出提升高校智库服务政府决策能力的优化路径,为相关研究及政策制定提供参考。

A new type of think tank with Chinese characteristics is an important part of the governance system in the construction of Chinese path to modernization,and an important force to enhance the government’s governance capacity.Local universities,as important bases for producing knowledge and technology and cultivating talent teams,provide professional talent support and technical reserves for the construction of think tanks.However,there is still a certain gap between the overall development of new think tanks in universities and the promotion of local government consultation,decision-making,and management models.The lack of a sound scale system,lack of focus in research fields,low research levels,and low brand awareness are issues that hinder the ability of new think tanks in universities to serve local government decision-making.This article analyzes the characteristics of new think tanks in universities in Yancheng City and the difficulties faced in serving government decision-making,and identifies optimization paths to enhance the ability of university think tanks to serve government decision-making,providing reference for relevant research and policy formulation.
