科研用户使用政府开放数据意愿影响因素研究——基于MOA模型与TAM模型

政府开放数据的有效使用,直接决定了政府开放数据所创造的价值。本文以TAM模型为基础,将外部影响因素数据质量、利益需求、平台功能、科研环境、数据知识、数据能力纳入MOA模型结构化框架,探索外部影响的变化对科研用户的感知易用性、感知有用性、行为态度、使用意愿产生的动态影响以及作用机理。通过结构方程模型的方法,对收集的问卷进行分析和验证,研究发现:感知有用性、感知易用性正向影响科研人员的使用态度;使用态度正向影响科研人员的使用意愿。

The effective use of government open data directly determines the value created by government open data.Based on the TAM model,this paper incorporates the data quality,interest needs,platform functions,scientific research environment,data knowledge and data capabilities of external influencing factors into the structured framework of the MOA model,and explores the dynamic impact and mechanism of changes of external influences on the perceived ease of use,perceived usefulness,behavioral attitude,and willingness of use of scientific research users.Through the method of structural equation model,the collected questionnaires are analyzed and verified,and it is found that data quality and benefit demand positively affect the perceived usefulness of researchers.Perceived usefulness and perceived ease of use positively affect researchers attitude to use.The attitude of use positively affects the willingness of researchers to use it。
