The functions of university libraries have undergone the evolution of education function,education function+information function,and knowledge service function.The function of think tanks is becoming a new function of university libraries in the new era.This paper analyzes the comparative advantages of the construction of think tanks in university libraries,including unique advantages such as information resources,professional services,platform services,human resources,and continuous research,puts forward countermeasures and suggestions to accelerate the construction of think tank research systems,talent systems,product systems,guarantee systems,and publicity systems to comprehensively promote the construction of think tanks.
