Research on Agile Governance of Technology Ethics Based on Open Source Technology Intelligence

面对不断突破的科技创新,如何快速灵活应对科技创新带来的伦理风险挑战、实现科技伦理敏捷治理,是推进国家治理能力现代化的必答题之一。首先阐释了科技伦理敏捷治理的必要性;其次介绍了开源科技情报在信息收集和分析、舆情监测和预警、风险评估和防范、信息共享和交流等方面的积极作用;在此基础上,提出了构建基于开源科技情报的科技伦理敏捷治理模式;最后探讨了开源科技情报用于科技伦理治理的模式可能面临的风险挑战,并提出了应对建议,包括明确责任和法律框架、提高信息来源质量和真实性、促进技术研发和算法优化、加强保护隐私和数据安全、加快培育伦理领域科技情报人才,以期为促进科技事业健康发展和推进国家治理能力现代化提供思路和方向。

In the face of scientific and technological innovation,how to quickly and flexibly deal with the challenge of ethical risk brought by scientific and technological innovation and realize the agile governance of technology ethics is one of the questions that must be answered to promote the modernization of national governance ability.First of all,this paper explains the necessity of agile governance of technology ethics;then introduces the active role of open source sci-tech intelligence in information collection and analysis,public opinion monitoring and early warning,risk assessment and prevention,information sharing and exchange;on this basis,proposes to construct an agile governance model of technology ethics based on open source sci-tech intelligence;finally,discusses the possible risks and challenges that the open source sci-tech intelligence may face in the model of technology ethics governance,and puts forward some corresponding suggestions,including clarifying responsibilities and legal frameworks,improving the quality and authenticity of sources of information,promoting technological research and development and algorithmic optimization,strengthening the protection of privacy and data security,and accelerating the development of sci-tech intelligence personnel in the field of ethics,with a view to promoting the healthy development of science and technology and promote the modernization of national governance to provide ideas and direction.
