公立医院完善党委领导下的院长负责制运行机制探析

Studyon the path of improving the operating mechanism with the system of president assuming responsibility under the leadership of party committee in public hospitals

党委领导下的院长负责制运行机制是实现党对公立医院领导的关键制度。进一步完善公立医院党委领导下的院长负责制运行机制,对于促进公立医院党的建设和卫生事业发展意义重大。以安徽中医药大学第一附属医院探索实践为例,探析了公立医院党委领导的下院长负责制运行机制有效实施路径,从章程制定,完善决策运行机制、沟通协调机制、监督检查机制、评价考核机制、教育培训机制等多方面入手,推动医院良性运转。

The operating mechanism with the president assuming responsibility under the leadership of the Party Committee is the key system to realize the leadership of the Party over public hospitals.To further improve the operating mechanism of the president-assuming-responsibility system under the leadership of the Party committee of public hospitals is of great significance for promoting the party building of public hospitals and the development of health undertakings.Taking the exploration practice of the First Affiliated Hospital of Anhui University of Traditional Chinese Medicine as an example,this paper explored the effective implementation path of the operating mechanism of the president-assuming-responsibility system under the leadership of the Party committee of public hospitals,and promoted the effective operation of the hospital from many aspects,such as the formulation of regulations,the improvement of the decision-making operating mechanism,the communication and coordination mechanism,the supervision and inspection mechanism,the evaluation and assessment mechanism,and the education and training mechanism.
