北京局集团公司本务机车调车安全防护系统方案研究

摘要 为补强调车作业安全技防设备短板,补齐LKJ装置调车作业防护功能的不足,建立覆盖本务机、调车机、自轮运转设备等各类移动装备的“人防、物防、技防”三位一体调车作业安全防护体系,以达到从源头控制调车作业安全风险的目的。通过研究本务机车调车作业的特点及安全风险,分析前期研究及试验的各技术方案优缺点,结合北京局集团公司本务机车调车安全防护装备的运用现状,提出融合既有STP信息、LAIS通信平台、LKJ控车接口、北斗定位等技术的本务机车调车安全防护系统技术方案。应用效果表明:方案具有成熟可行、安全可靠、信息复用、利于推广、快速见效等优点,可以有效防止本务机车调车事故的发生,保障铁路车站运输安全畅通,也为全路调车安全技防体系的构建提供参考。 To overcome the weakness of existing shunting operation and technical prevention equipment of the LKJ system,this paper established an“artificial defense,material defense,and technical defense”shunting operation safety protection system that covers locomotive,shunting operation,and railcars those kinds of mobile equipment,controlling the safety risks of shunting operations from the source.The paper analyzed the characteristics and safety risks of the locomotive shunting operation and compared the advantages and disadvantages of the technical solution of the previous research and experiments.It also combined with the current using situation of shunting safety protection equipment of China Railway Beijing Group.Finally,it proposed a technical solution for the shunting safety protection system which integrates the existing STP system,LAIS system,LKJ system,Satellite positioning,and other technologies.The results indicate that this technical solution has some prominent advantages such as being feasible,safe,reliable,information reusable,promotable,and quickly effective.It can effectively prevent shunting accidents of locomotive,ensure the safety and smoothness of train station transportation,and also provide a reference for constructing the shunting safety technical protection system of the whole railway.
