我国城市体育场地设施建设的政策导向、现实问题及纾解之策

Policy Orientation,Realistic Issues,and Countermeasuresfor the Construction of Urban Sports Facilities in China

运用文献资料法、访谈法等研究方法,对我国城市体育场地设施建设的政策导向、现状及存在问题进行分析。“十四五”时期,我国城市体育场地设施的政策导向体现在注重绿色便捷的建设理念、以非体育用地为主的兼容建设方式以及聚焦基层的规划建设标准。当前,我国城市体育场地设施规划布局存在结构失衡、非体育用地兼容建设经济效益不足、财政援建分配机制单一、建设滞缓、落实工作机制不健全等问题。针对上述问题,提出纾解之策:创新用地规划选址及建设方式;破除非体育用地兼容建设阻碍;优化中央及地方财政援建的分配机制;构建规范的资金保障与报规报建机制;构建“全过程”的工作落实机制。

Using research methods such as literature review and interviews,this study examines the policy orientation,current status,and existing issues in the construction of urban sports facilities in China.During the 14th Five-Year Plan period,the urban sports facility construction policy in China will be oriented by the concept of green and convenient construction.Meanwhile,non-sports land construction as supplementary manner will dominate construction means.Construction planning will be submissive to overall local projects.Currently,problems existing at the level of planning and layout include structural imbalances,insufficient economic benefits from compatible construction on non-sports land,a single distribution mechanism for financial assistance,delays in construction,and an inadequate implementation mechanism.To address these problems,the following measures are proposed:innovate in land planning,site selection,and construction methods;remove obstacles to compatible construction by using non-sports land;optimize the distribution mechanism for financial assistance from central and local governments;establish a standardized funding guarantee and reporting mechanism;build a comprehensive mechanism for implementing the entire process of sports facility construction.
