基于县域数据的共同富裕指标对比分析——以浙江省为例

A Comparative Analysis of Common Prosperity Index Based on County Data:A Case Study of Zhejiang Province

文章以2035年远景目标为基准,构建包含物质富裕与精神富裕的共同富裕评价体系,选择省内具有代表性的发展水平相近的4个县域单元为例,测度“十三五”时期指标得分。对比分析后发现:以D县、N县为例的县域城镇化水平较低,经济基础、民生建设等指标相对落后;以Y市、T市为例的县级市地区拥有较好的物质富裕基础,但精神富裕层面仍有提升空间。浙江省县域仍需继续深入推进乡村振兴战略,加大房价调控力度,优化资源配置与收入分配机制,加强环境建设,提升基本公共服务水平,进而扎实推动共同富裕进程。

This paper constructs the common prosperity index system including the spirit prosperity and the material prosperity based on the long-range objectives to the year of 2035,taking the four typical counties with similar developing levels in Zhejiang province as the representative examples and measuring their indexes during the Thirteenth Five-Year Plan period.The analytical comparison shows that:the D and N counties fall behind in index of their economic foundation and construction of people`s livelihood because of their low urbanization level;although the county-level cities of Y and T have a better economic foundation,there is still some room for improvement in their spirit prosperity.Consequently,Zhejiang province should promote its rural revitalization further,intensify its efforts in housing prices regulation,optimize its allocation of resources and income distribution mechanism,reinforce its environmental construction and improve its level of fundamental public services so as to steadily promote the process of common prosperity.
