摘要
建设全国统一大市场,是当前我国构建高水平市场经济体系的重要举措。为加深对统一大市场内在逻辑和规律的认识,文章在已有研究的基础上,采用逻辑和历史相统一的研究方法,从历史—动态的角度梳理了我国统一市场建设的历史演变规律,并结合数据包络模型分析其在不同历史阶段的特征,指出当前统一市场建设存在的一些问题,建议从央地事权关系、财政转移支付手段和城乡公共服务均等化入手加快完善全国统一大市场建设。
Building a national unified market is an important measure to construct a high-level socialist market-oriented economic system.In order to make a clear understanding of the internal logic and regulations to the unified domestic market,the paper,based on the existing studies,takes a research method combined with logic and history to sort out the historical evolution laws of China s unified market construction from a historical-dynamic perspective,and analyzes its characteristics in different historical stages by using data envelopment model,and then points out some problems existing in the current unified market construction,and suggests accelerating the improvement of the national unified market construction from the central-local power relationship,the fiscal transfer payment means and the urban-rural public service equalization.
