摘要
宅基地是农民的基本生活资料和重要财产,对其审批管理是落实城乡规划中农房建设管理要求的重要环节。本文根据宅基地审批要求,结合全球导航卫星系统网络实时动态测量(RTK)技术优化相应测绘流程,设计并建设了宅基地建设审批系统。该系统通过电子化宅基地审批事务,提高了宅基地审批管理效率;将部分测绘工作交由街镇相关负责人员处理,节约了调配专业测绘人员的时间,有效解决了宅基地测绘过程中的时间控制难点;统一了宅基地审批流程,保障了宅基地审批质量。该系统的建设可以有效提高宅基地审批管理效率,减少非法占用负面清单,对保障农村居民合理建房权益和规范宅基地建设审批具有十分重要的意义。
Rural homestead is the basic living material and important property of farmers,and its approval and management is an important link in implementing the requirements of rural housing construction management in city and rural planning.Based on the requirements of rural homestead approval,combined with the optimization of corresponding surveying and mapping processes using network RTK survey technology,a rural homestead construction approval system are designed and constructed in this paper.The system electronically handles rural homestead approval affairs,improving the efficiency of rural homestead approval management.In the system,part of the surveying and mapping work is handled by the relevant responsible personnel of the street and town,which saves the time of deploying professional surveying and mapping personnel,and effectively solves the difficulty of time control in the surveying and mapping process of the homestead.At the same time,the process of homestead approval is unified,and the quality of homestead approval is guaranteed.The construction of the system can effectively improve the efficiency of rural homestead approval management,reduce the negative list of illegal occupation,and has significance for safe guarding the reasonable housing rights and interests of rural residents and standardizing the approval of rural homestead construction.
