摘要
随着新业态的蓬勃发展,新就业形态劳动者大量涌现。但这一群体有别于传统就业者的特点,使其权益维护、建会入会工作存在诸多挑战。天津市总工会自2021年起聚焦重点突破,通过重点突破、科技赋能、政策倾斜等方式推动新就业形态劳动者建会入会。针对实践探索存在的问题,从加强组织建设、强化维权服务、做强服务阵地、完善经费保障等四方面提出了思路建议。
With the vigorous development of new employment forms,a large number of non-traditional workers have emerged.However,these workers face unique challenges in terms of protecting their rights and forming and joining trade unions.Since 2021,Tianjin Federation of Trade Unions has promoted the formation and participation of trade unions among those workers,and has been using scientifi c and technological empowerment and policy initiatives to overcome key obstacles.To address existing challenges,ideas and suggestions were put forward from four aspects:strengthening organizational structures,improving the provision of rights protection services,establishing clear service positions,and securing adequate funding.
