摘要
天津地铁2、3号线存量PPP项目是指对已运营的地铁线路通过TOT(转让—运营—移交)模式实现政府与社会资本合作,是我国首例完整意义的地铁存量PPP项目。[1]天津三号线轨道交通运营有限公司,作为央企与地方国企合资运营的轨道交通PPP存量资产项目公司,九成以上职工为划转职工,运营主体变动给划转职工带来思想包袱。在企业接管的关键时刻,工会主动担当作为,搭建企业与职工沟通的重要桥梁,多管齐下、积极、主动、合理、有效地开展工会工作,践行服务职工、服务企业的责任担当,打消干部和职工群众思想顾虑,保障了企业平稳渡过接管期。
Tianjin Metro Line 2 and Line 3 public-private partnership project is the first comprehensive TOT(Transfer-Operate-Transfer)arrangement for operating metro lines in China.This initiative is a signifi cant measure by Tianjin to transform,take responsibility,and meet the President Xi’s“three efforts”requirements for the municipality.As employees of joint ventures between a Chinese central state-owned enterprise and a local state-owned enterprise,over 90%of employees of Tianjin Rail Transit Line 3 Operation Co.,Ltd.are transferred ones.Therefore,the changes in the operating entity put pressure on them.During the critical period of takeover,the union has taken responsibility and acted as an important bridge for communication between their members and the enterprise.The trade union has adopted a wide range of effective methods to serve and support both its members and the enterprise,address concerns,and ensure the subway operation.This promotes a smooth transition for both employees and enterprises during the takeover period.
