乡村振兴背景下慈善“幸福家园”的创建与运行——以陕西省安康市为例

The Creation and Operation of Charitable Happy Homes under the Background of Rural Revitalization--Take Ankang City as an Example

村社慈善幸福家园工程是陕西省慈善协会在中华慈善总会网络慈善工程“幸福家园”村社互助项目基础上实施的一项综合性慈善工程。作为陕西省村社慈善幸福家园工程的实施主体之一,安康市村社慈善“幸福家园”的创建工作从两个方面展开:一是通过学好文件,领会精神,保障试点工作扎实推进;二是通过学习经验,探索路径,力促面上推广稳健铺开。在此过程中,安康构筑了行政操办型、公司运营型、资源整合型、资源服务型、自给自足型、社会捐助型等“幸福家园”创建样式,并形成了整合资源、“借汤下面”、广开善源、共建共管的基本特征,为其他地区村社慈善“幸福家园”工程的实施提供了经验借鉴,也带来了启示:拉直三个问号,解放思想,守正创新;抓好“五个一”,工作建机制,项目添动力。

The Village Charity Happy Homes Project is a comprehensive charity project implemented by the Shaanxi Provincial Charity Association on the basis of the“Happy Homes”Village Mutual Aid Project of the China Charity Federation Network Charity Project.As one of the main implementers of the Shaanxi Province Village Charity Happy Homes Project,the creation of Ankang Village Charity Happy Homes has been carried out in two ways:firstly,by learning the documents and understanding the spirit,to ensure that the pilot work is solidly pushed forward;and secondly,by learning from the experience and exploring the paths,to promote the steady spread of promotion on the surface.In this process,Ankang constructed the administrative operation type,company operation type,resource integration type,resource service type,self-sufficiency type,social donations and other content-rich happy home creation style,and the formation of the integration of resources,“lending soup below”,open up a wide range of sources of goodness,co-construction and comanagement of the basic characteristics of the project to the local village charitable home happiness project.The implementation of the village community charity happy home project provides experience,but also brings inspiration:straighten the three question marks,emancipate the mind,keep the right and innovation;grasp the“five one”,work to build a mechanism,the project to add impetus.
