设计牵头的农村污水治理类EPC单位发展研究

Research on the Development of EPC Units Led by Design in Rural Sewage Treatment

基于工程总承包模式在国家政策推动下快速发展的背景,针对农村污水治理项目,分析了设计牵头的EPC单位全局主导优势、技术优势和组织优势。建设单位与设计牵头的EPC单位依托项目有各自的利益需求,存在博弈关系。根据农村污水治理项目的实践经验,构建了双方竞标阶段的静态博弈模型,根据纳什均衡解提出了设计牵头的EPC单位在组织架构、技术方案、数字化转型方面的发展构想,为设计、施工单位的转型提供了借鉴依据。

Based on the rapid development of the engineering procurement construction(EPC)model under the promotion of national policies,this paper analyzed the overall advantages of dominance,technique and organization of the EPC unit led by design for rural sewage treatment projects.Because the construction unit and the EPC unit led by design have their own interests and needs,and there is a game relationship.According to the practical experience,a static game model was constructed at the bidding stage of both parties.Based on the Nash equilibrium solution,the development concept of the EPC unit in terms of organizational structure,technical solutions,and digital transformation was proposed,providing a reference basis for the transformation of design and construction units.
