探索蓝碳生态价值实现的新模式:适宜的碳普惠机制

Exploring A New Pattern for Realizing Ecosystem Value:A Proper Mechanism of Inclusive Carbon Finance

蓝碳是助力我国双碳目标实现的重要碳汇之一,但蓝碳生态系统往往是依赖自然资源获取收入群体的最直接和最主要的生计来源。论文分析了蓝碳生态价值实现助力双碳目标和平衡群体发展的双重作用,探究了其对我国当前碳交易体系提出的创新发展需求,并进一步阐释如何将碳普惠机制作为蓝碳生态价值实现的通道,以海南为例探索构建了本地化的蓝碳普惠模式。研究认为,碳普惠机制将控排企业以外的减排增汇行为进行量化并予以激励,有利于推进和创新发展碳市场,促进碳减排;适宜的机制设计可以助力以蓝碳生态系统为生计群体的平衡发展。碳普惠有望成为我国碳市场的重要补充,是蓝碳价值实现的重要通道。

Blue carbon is one of the important carbon sinks which play critical roles in achieving double-carbon goals in China.However,blue carbon ecosystems are usually the straight and major source of livelihood for the local group whose living rely on their nature resources.In this article,we elaborated the durable effects of blue carbon ecological value realization,of which are helping achieving the double-carbon goals and balancing the development across groups.To achieve these effects,we investigated the demand on innovating China’s current carbon trading system,elucidated how the inclusive carbon finance can be used as a channel of realizing the ecological value of blue carbon;and then explored the development of local model of inclusive carbon finance by taking Hainan Province as an example.We conclude that,inclusive carbon finance,which quantifies the effect of behavior on reducing carbon and accumulating carbon sink performed by those who are not controlled-polluters,is helpful for advancing and innovating carbon market,and further promoting carbon reduction.Meanwhile,a proper mechanism design can serve to increasing the development of the groups which rely on blue carbon ecosystems to make a living.Inclusive carbon finance can be both an important supplement of China’s carbon market and a critical channel for blue carbon’s value realization.
