面向乡村振兴战略的我国地方政府帮扶政策主题演化分析

An Analysis on the Evolution of Poverty Alleviation Policies of Local Governments Facing the Rural Revitalization Strategy

在识别和分析省级地方政府脱贫攻坚和乡村振兴政策关键要素的基础上揭示政策演化的内在规律,为新时期我国脱贫攻坚战略向乡村振兴战略平稳过渡与有效衔接提供经验借鉴和政策启示。采用LDA主题模型对2015-2022年湖北省脱贫攻坚和乡村振兴政策进行文本主题聚类,分析归纳各个主题所包含的帮扶政策的核心要素及其在时间维度上的分布规律,构建地方政府帮扶政策框架及演进路径。研究发现,地方政府脱贫攻坚与乡村振兴政策文本主要包含周期性、阶段性及持续性三类要素,演进路径具有整体阶段性循环及局部动态性调整特征。未来政策应在稳中求新、激发内生动力以及优化政策实施及反馈机制等方面进行探索和创新。

Based on the identification and analysis of key elements of provincial local governments'poverty alleviation and rural revitalization policies,this paper reveals the internal rules of policy evolution,and provides experience and policy enlightenment for the smooth transition and effective connection between the poverty alleviation strategy and rural revitalization strategy in the newperiod.The LDA theme model is used to cluster the text themes of the poverty alleviation and Rural Revitalization policies of Hubei Province from 2015 to 2022,analyze and summarize the core elements of the assistance policies contained in each theme and their distribution laws in the time dimension,and build the framework and evolution path of thelocal government's assistance policies.The research finds that the policy text of local government's poverty alleviation and Rural Revitalization mainly includes three types of elements:periodicity,periodicity and sustainability.The evolution path hasthe characteristics of overall periodic cycle and local dynamic adjustment.Future policies should be explored and innovated in the aspects of seeking innovation in stability,stimulating endogenous power,and optimizing policy implementation and feedbackmechanism.
