金融支持农业“走出去”:时代意义、模式创新和政策支持

Financial Support for Agriculture‘Going Abroad':Significance of the Times,Mode Innovation and Policy Support

高质量推动农业“走出去”是建设农业强国的应有之义,农业“走出去”能有效增强国家粮食安全的综合保障能力,是缓解中长期国内粮食产需紧平衡的重要途径,现阶段亟待创新与农业“走出去”特征适配的投融资模式。本文分析了中国农业“走出去”的发展形势,识别出农业“走出去”模式更新、领域拓宽、企业增多等特征,认为亟需构建促进农业“走出去”的金融服务体系。基于最新特征和趋势,本文提出联合园区综合开发模式、供应链服务联结模式、援贷投融合模式和产业链参股联结模式,并细化了这四种创新模式的适配条件、构建方式和流程、优势和特点、风险控制和贷款投向等内容。为更好地促进这些模式发挥好对企业融资的作用,本文提出了相关配套政策体系。

Promoting agriculture‘going global'with high quality is necessary to build a strong agricultural country,and agriculture‘going global'effectively enhances the comprehensive guarantee capacity of national food security,it is also an important way to alleviate the tight balance between domestic food production and demand in the medium and long term.At this stage,there is an urgent need to innovate investment and financing modes that are suitable for the characteristics of agriculture going global.This paper analyzes the development situation of agricultural‘going global’and identifies the characteristics of updating the agricultural‘going global'model,expanding fields,and increasing enterprises.It is believed that there is an urgent need to build a financial service system to promote agricultural‘going global'.Based on the latest features and trends,this paper proposes innovative investment and financing modes such as joint park comprehensive development model,supply chain service connection model,aid loan investment integration model,and industrial chain equity participation connection model.It also elaborates on the conditions of adaptation,construction methods and processes,advantages and characteristics,risk control and loan investment of the innovative models.This paper proposes the policy orientation and specific measures for financial support of agriculture‘going global'.
