Serving and Ensuring the Development of River Basin Water Conservancy by High-quality Planning

全面梳理“一定要根治海河”伟大号召提出60 a来特别是1980年海委成立以来海河流域规划体系、水利投资、水利建设已有的主要成就,结合规划计划工作总结出坚持规划引领、紧跟重大战略、加强前期工作、强化计划统计管理等保障流域治水发展的经验措施,根据水利高质量发展的新要求,提出下一步水利规划、建设的重点任务和工作安排。

The main achievements in the planning system,conservancy investment,and conservancy construction of the Haihe River Basin was reviewed,since the call"bring the Haihe river under permanent control"was issued 60 years ago,especially since HWCC was founded in 1980.Based on the planning work,the experience to ensure the development of water conservancy,such as planning guidance,following national strategy,strengthening preliminary work and strengthening planning and statistical management was summarized.According to the new requirements for high-quality development of water conservancy,the key tasks and arrangements for the next step of water conservancy planning and construction were put forward.
