粤港澳大湾区陆路口岸通关模式创新研究——以深港口岸为视角

Research on the Innovation of Entry-Exit Border Inspection Mode of Land Ports in Guangdong-Hong Kong-Macao Greater Bay Area——Taking the Shenzhen-Hong Kong Port as an Example

粤港澳大湾区是我国改革开放的最前沿,也是口岸数量最多、出入境旅客通关量最大的区域。深圳与香港地区、珠海与澳门地区间陆路口岸承载着巨大通量的要素跨境流转。传统口岸通关模式下,效率与安全难以兼顾,口岸效能发挥不足。在大湾区建设中,要充分认识该类口岸的特定属性和特点,从通关逻辑层面创新入手,加强新型科技应用探索,强化机制建设,协调解决内地与港澳间法律障碍因素,构建高效、安全、便捷的新型通关模式,拓展基于口岸维护国家安全的深度、广度、精度,提升安全保护能力,更大限度提升口岸服务大湾区经济、社会发展的价值。

The Guangdong-Hong Kong-Macao Greater Bay Area is the forefront of China’s reform and opening-up,and the region with the largest number of ports and the largest number of immigration clearance in China.The land ports between Shenzhen and Hong Kong,Zhuhai and Macao carry huge cross-border flows of various factors.Under the traditional port clearance mode,it is difficult to balance efficiency and safety,and the port efficiency is not fully utilized.In the construction of the Guangdong-Hong Kong-Macao Greater Bay Area,it is necessary to fully understand the specific attributes and characteristics of ports,start with the innovation of customs clearance logic,strengthen the exploration of new science and technology applications,strengthen mechanism construction,coordinate to solve the legal obstacles between the mainland and Hong Kong and Macao,build a new customs clearance model that is efficient,safe and convenient,expand the depth,breadth and precision of port based maintenance of national security,improve security protection capabilities,and enhance the value of ports to a greater extent.
