“一带一路”倡议背景下中老铁路面临的挑战及对策

The Challenges and Counter-measures of the China-Laos Railway under the Background of“the Belt and Road”Initiative

随着“一带一路”倡议的推进及中老经济走廊的建设,设施联通和贸易畅通促进了双边交流往来更加频繁的同时,直接或间接催生了跨境犯罪、贩运毒品、恐怖主义、生态环境等非传统安全威胁,对中老铁路的运营安全提出挑战。虽然中老两国政府在中老铁路的建设、运营与安全方面签署了合作文件,但铁路安全与反恐的协同机制还不健全,亟须深入分析和研究,寻求发展及优化路径,制定科学合理的应对之策。对于最大限度地消除中老铁路面临的风险与非传统安全的现实威胁,对中老铁路的安全与我国西南边疆安全具有十分重要的作用。

“The Belt and Road”Initiative’s progress and the development of the China-Laos economic corridor have significantly improved infrastructure connectivity and trade,fostering increased bilateral exchanges.However,it has also directly or indirectly impacted non-traditional security threats such as cross-border crime,drug trafficking,terrorism,and ecological environment issues,posing challenges to the operational safety of the China-Laos railway.While the governments of China and Laos have signed cooperation agreements concerning the construction,operation,and security of the railway,there is still a need to strengthen collaborative mechanisms for railway safety and counter-terrorism.There is an urgent need for in-depth analysis and research to explore development and optimization paths,formulate scientifically reasonable response strategies,and maximize the elimination of risks and nontraditional security threats faced by the China-Laos railway.This is of vital importance for the safety of the railway itself and the security of the southwestern border of China.
