编制城市规划管理技术规定的策略探析——以漳州市实施细则为例

Analysis on the Strategy of Compiling Technical Regulations for Urban Planning:A Case of the Implementation Rules of Zhangzhou

城市规划管理技术规定是各地城市管理者和开发者必须共同遵循的重要规则,及时更新编制城市规划管理技术规定,是不断提高城市规划管理水平和促进规划管理标准化、规范化、法制化的有效途径,是一种精细化、可持续发展的管理模式。根据笔者多年在漳州市应用城市规划管理技术规定审查建设工程设计方案的经验,以及参与编写2022年版《漳州市实施〈福建省城市规划管理技术规定〉细则》的经验和思考,提出城市规划管理技术规定的编制策略,为正在编制城市规划管理技术规定的管理者提供借鉴和参考。

Urban planning and management technical regulations are important rules that urban managers and developers in all regions must follow.Timely updating and compiling technical regulations for urban planning and management is an effective way to continuously improve the level of urban planning and management and to promote the standardization,standardization and legalization of planning and management,and it is a fine and sustainable development management mode.Based on the author’s many years of experience in reviewing construction engineering design schemes by applying urban planning management technical regulations in Zhangzhou,as well as his experience and thinking of mainly participating in the preparation of the implementation rules of Zhangzhou in 2022,this paper puts forward the formulation strategy for urban planning management technical regulations in order to provide a reference for managers,who are preparing urban planning management technical regulations.
