高质量发展背景下乡村工业用地治理策略研究——以苏州市璜泾镇为例

Study on the Governance Strategy of Rural Industrial Land in the Context of High-Quality Development: A Case of Suzhou Huanjing Town

“十四五”时期,高质量发展成为各项工作的出发点,土地集约高效利用成为中国经济高质量发展关键的一环。当前,用地较为分散的布局制约着土地集约节约利用发展。在土地资源日益紧张的现状下,亟须通过对乡村工业用地的治理,释放发展新空间。鉴于此,在对乡村工业用地分散性典型特征分析的基础上,深度挖掘其形成机理,并针对其治理困境提出治理策略。研究以璜泾镇为例,运用景观生态学指标对乡村工业用地现状分布特征进行研究,其呈现出沿路布局、离散分布的特征,在内部经济、社会、文化因素催生与外部政策、制度、管理因素推动下产生;在治理困境的基础上,从产权、利益分配、政策制度三方面提出对策。

During the period of the 14th Five-Year Plan(2021-2025),high-quality development has become the starting point of various work,and high-efficient and intensive land utilization has become the key for the high-quality economic development of China.Currently,the more scattered layout of the land restricts the development of intensive and economical use of land.In the face of increasingly tight land resources,there is an urgent need to release new space for development through the governance of rural industrial land.Thus,this paper studies the typical scattered characteristics of rural industrial land use,excavates its formation mechanism,and then proposes a solution strategy for its governance dilemma.Taking Huanjing town as an example,the paper applies landscape ecology indicators to the current distribution characteristics of rural industrial land,which presents the characteristics of layout along the road and scattered distribution.It is generated by internal economic,social and cultural factors,and promoted by external policy,institutional and management factors.On the basis of the governance dilemma,countermeasures are proposed from three aspects of property rights,benefit distribution,and policy system.
