Reflections on the Reform of the Preparation and Approval System of Detailed Planning: A Case of Dongguan

文章分析了当前详细规划管理的形势,结合经济社会发展的需求及面临的问题,以东莞市为例,对详细规划编制和审批的改革进行思考,提出分层编制、分类管控、分区引导、远近结合的详细规划创新编制思路,从分类审批、流程简化、规划执行等多个方面提升详细规划审批效率。

This paper analyzes the current situation of detailed planning management,and combines the needs of economic and social development and the problems faced.It takes Dongguan as an example,ponders over the reform of detailed planning preparation and approval,and puts forward the innovative idea of hierarchical formulation,classified management,division guidance,and combination of far and near for the preparation of detailed planning.It improves the efficiency of detailed planning approval from multiple aspects,such as classified approval,process simplification,planning implementation,and so on.
