国土空间规划体系下的城市更新思路探讨

Discussion on the Idea of Urban Renewal under the Territory Spatial Planning System

在国土空间规划背景下,城市更新成为实现城市提质增效的重要手段,亟须在国土空间总体规划的专题研究中系统探讨。文章提出了一套城市更新专题研究的框架思路:立足城市发展现状和更新需求,在目标和需求的双重导向下确定城市阶段性更新目标与策略,摸清城市需要更新的“四低三重”区域,形成一套分区分级分类的更新导则,建立一套融入新空间治理体系的更新机制。通过城市更新专题研究,推进存量用地挖潜,完善国土空间总体规划,引领未来的城市更新工作。

Under the background of territorial spatial planning,urban renewal has become an important means to improve the quality and efficiency of cities,which should be urgently and systematically explored in the thematic study of territorial spatial planning.This paper proposes a framework for urban renewal research.Based on the current situation of urban development and renewal needs,the objectives and strategies of urban periodic renewal are determined under the dual guidance of goals and needs,and the“four low efficiency and three important”land uses that need to be updated are found out.A set of updating guidelines for zoning classification are formed,and a set of updating mechanism integrated into the new space governance system is established.Through the research on urban renewal,the paper promotes the potential tapping of stock land,improves the territorial spatial planning,and leads the future urban renewal work.
