Research on Financial Support for Develop Rental Housing on Collective Commercial Construction Land

党的二十大报告提出,加快建立多主体供给、多渠道保障、租购并举的住房制度。集体土地是用于建设租赁住房的重要土地要素,但集体土地建设租赁住房目前仅在部分城市处于试点阶段。研究金融支持集体土地建设租赁住房,对于推广集租房项目,构建“租购并举”的住房制度,解决中低收入群体居住问题,缩小城乡收入差距具有理论和实践意义。本文提出金融支持的意义,并基于对集体土地建设租赁住房现有模式的比较研究,剖析了金融支持主要面临配套制度和流程不健全、利益和动机不一致、价值评估和确权、供需结构性矛盾等挑战,构建以政府、企业、村集体和金融四方合作为基础,运用直接和间接融资的综合性金融支持路径,并就配套制度、金融政策和监督机制提出政策建议。

In the report to the 20th National Congress of the Communist Party of China,it was proposed to accelerate to establish a housing system that ensures supply through multiple sources,provides housing support through multiple channels and encourages both housing purchase and rental.Collective land is an important land element for building rental housing,but the rental housing construction on collective land is currently only at the pilot stage in a limited number of cities.It is of theoretical and practical significance to study on financial support for rental housing construction on collective land to promote collective rental housing projects,establish a housing system to encourage both purchase and rental,solve housing problems of the middle and low income groups and narrow the urban-rural income gap.This paper puts forward the significance of financial support.Based on the comparative study on the existing models for rental housing on collective land,analyzed are the main challenges confronted by financial support,such as imperfect supporting systems and processes,inconsistent interests and motives,value assessment and property right confirmation as well as structural supply-demand contradictions.It proposes to adopt comprehensive financial support paths with both direct and indirect financing,on the basis of cooperation among the government,enterprises,village collectives and finance parties.Several policy recommendations are proposed regarding to supporting systems,financial policies and supervisory mechanisms.
