Exploration and Practice of Systematic Implementation Plan for Urban Waterlogging Control in Quanzhou City

结合《泉州市城市内涝治理系统化实施方案》编制实践,从区域流域、城市、设施、管理等层面分析城市内涝成因和方案实施范围、期限及主要目标,从“区域流域-城市-设施-管理”四个层面,重点探讨泉州内涝系统治理方案。此外,还对城市内涝治理系统化实施方案编制提出了几点思考,以供借鉴。

Based on the compilation practice of the"Systematic Implementation Plan for Urban Waterlogging Control in Quanzhou City",this paper analyzes the causes of urban waterlogging,the implementation scope,duration and main objectives of the plan from the 4 aspects of region and basin,city,facilities,and management,discuss the plan from the four levels of"region and basin-city-facilities-management".This article also proposes several considerations of the complilation of a systematic implementation plan for urban waterlogging control for reference.
