多源流理论下辽宁省教师科研诚信政策变迁研究

Research on the Policy Change of Teachers'Integrity in Scientific Researchin Liaoning Province underthe Theory of Multiple Sources

科研诚信是科研工作能够有序开展的重要保障。为进一步推进辽宁省教师科研诚信政策建设制度化、科学化、规范化,本文运用多源流理论对2018~2022年辽宁省教师科研诚信政策的变迁历程进行系统性梳理,动态分析高校教师科研诚信政策发展变化趋势,从聚焦问题导向、重视政治方向、丰富政策源流和开启政策之窗四个方面,提出教师科研诚信政策制定的策略建议,健全完善辽宁省教师科研诚信政策制度机制,为辽宁省建设“科技强省、科技强校”提供有力保障。

Scientific research integrity is an important guarantee for scientific research work to be carried out orderly.In order to promote the institutionalization,scientization,and standardization of teachers'research integrity policies in Liaoning province,this paper systematically combsthe changing course of the policy from 2018 to 2022 and dynamically analyzes the developing trend reflected in the course based on the theory of multiple sources.Strategic suggestions are put forward from four aspects:focusing on problems,attaching importance to political orientation,enriching policy sources and opening policy windows.It is aimed to perfect the institutional mechanism of the policy and promotetechnological developmentin Liaoning Province.
