“双减”背景下素质教育的发展

摘要 素质教育是教育的核心,“双减”政策集中指向和推动素质教育发展,具体来说,学校教育减负提质,全面实施素质教育;校外培训规范运行,转型发展素质教育;家庭教育依法而行,履行素质教育责任。一年多来,“双减”工作扎实推进,初见成效。但发展素质教育具有长期性、复杂性、艰巨性,受教育系统内外部多种因素制约,尤其是因理论研究不足、应试教育顽疾、教育评价偏差与传统考试方式惯性的影响还未能走出困境。新时代新征程,发展素质教育成为推动教育高质量发展的战略主题,必须加快补齐短板,探索“五育”融通整合;聚焦核心素养,引领育人方式改革;促进教育公平,提供适合的教育;注重科技赋能,推进教育数字化。 Quality education as the core of education,“Double Reduction”policy focuses on and promotes its development.Speaking specifically,schooling education must reduce students’overloaded homework and improve teaching quality,comprehensively implementing quality education.After-school training is regulated,and transformed to development of quality education.Family education should work by law and fulfill the responsibility of quality education.Over the past year,“Double Reduction”policy has been steadily promoted and achieved initial results,but the development of quality education is long-term,complex and arduous.Restricted by various internal and external factors of the education system,especially due to the lack of theoretical research,the persistent disease of exam-oriented education,and the deviation of education evaluation and inertia of traditional examination methods,the development of quality education has not been able to walking out of the dilemma.In the new era and new journey,the development of quality education has become a strategic theme to promote the high-quality development of education.We must speed up the filling of the weaknesses and explore the integration of“Five education”,focus on developing students’core competencies and reform the education model;promote education equity and provide appropriate education;pay attention to technology empowerment and promote the digitalization of education.
