民族地区农村数字化的内涵、路径与趋势

数字化是推进数字中国建设的重要内容,是实现乡村振兴和共同富裕的有效路径。民族地区农村数字化的本质是以数字技术为外生动力激发内源动力。要准确把握核心内涵就要关注其特殊性,深刻认识数字化对农业农村的全方位赋能。中国已迈入数字化的最新阶段,资金、硬件、人才、民族差异、旧思想、管理效果等方面的弊端是阻碍民族地区农村数字化转型的绊脚石,应从推进数字共享、发挥当地特色、兼顾农村各方面发展、夯实物质基础、完善治理框架五条路径进行优化。未来在有效控制技术、经济和社会等方面风险的前提下,数字化必将促使民族地区农业生产场域、农村商业生态、农民话语体系趋于完善。

Digitization is an important element in promoting digital China and an effective path to rural revitalization and common prosperity.The essence of rural digitization in ethnic regions is to use digital technology as an exogenous power to stimulate endogenous power.To accurately understand the core connotation,we should pay attention to its special characteristics and deeply recognize the empowerment of digitization in all aspects of agriculture and rural areas.As China already entered the latest stage of digitization,insufficiency in funding,hardware,professionals,and aspects including ethnic differences,outdated old mentalities,and insufficient management effectiveness are obstacles to the digital transformation of rural areas in ethnic regions.It should be optimized in five paths:promoting digital sharing,focusing on local features,taking into account all aspects development of rural areas,consolidating the material foundation,and improving the governance framework.In the future,under the premise of controlling the technical,economic and social risks,digitization will lead to the improvement of agricultural production fields,rural business ecology,and farmers' discourse system in ethnic regions.
