推动数字经济赋能高质量发展“新引擎”的对策研究:基于徐州市的调研分析

Researches on Countermeasures to Promote the"New Engine"of Digital Economy Enabling High-Quality Development:Based on the Investigation and Analysis of Xuzhou

近年来,以徐州市为龙头的淮海经济区充分吸取国内外发达国家及先进城市数字经济赋能经验,在传统产业转型升级、龙头企业核心竞争力与政府数字平台等方面取得显著成效。但其依然存在着数字化投入成本高且人才缺失严重、数字化转型的环境与基础欠缺、数字经济与产业集群融合效果欠佳、企业数字化转型难度较大、数字政务服务多向协同困难等问题。为推动淮海经济区数字经济持续赋能高质量发展“新引擎”,应加速数字赋能,助力数实经济融合;优化数字产业,培育特色集群优势;把握数据要素,构建资源驾驭能力;完善数字治理,推动政务协同管理;落实数字保障,夯实转型发展底座。

In recent years,the Huaihai Economic Zone with Xuzhou as the leader has fully absorbed the experience on digital economy empowerment from developed countries and advanced cities at home and abroad,and achieved remarkable results in the transformation and upgrading of traditional industries,the core competitiveness of leading enterprises and the government digital platform.However,there are still some problems such as high cost of digital investment and serious shortage of talents,lack of environment and foundation for digital transformation,poor integration of digital economy and industrial clusters,great dfficulty in digital transformation of enterprisesand multidirectional collaboration of digital government services.In order to promote the digital economyin Huaihai Economic Zone to enable high-quality development of the"new engine"sustainably,digital empowerment should be accelerated to help the integration of digital and real economy.Also,we should optimize the digital industry,cultivate the advantages of characteristic clusters,grasp the data elements and build the ability of resource control;Additionally,we need improve digital governance,promote coordinated management of government affairs,implement digital guarantee and consolidate the foundation for transformation and development.
