从下游视角浅谈海河“23·7”流域性特大洪水应对方略 被引量:2

摘要 2023年7月底至8月上旬,京津冀地区发生流域性特大洪水,结合一线防洪经历,从流域下游视角简要论述了天津市应对本次特大洪水的过程和后续应对方略。首先对天津市强降雨过程及本地防御响应进行了分析,随后分析了上游各大水系的来水情况及天津市应对情况,最后针对海河流域防御特大洪水提出了思考和建议,以期为未来的洪水防御工作提供参考。 From the end of July to early August 2023,a catastrophic flood occurred in Beijing-Tianjin-Hebei Urban Agglomeration.This paper briefly discusses the coping process of this catastrophic flood and subsequent countermeasures from the perspective of the lower reaches of the basin,combining the frontline flood control experience.This paper first analyzed the heavy rainfall process and local defense responses in Tianjin.Then,we illustrated the incoming water situation of upstream water systems,and the mitigation measures in Tianjin.Finally,several suggestions and thoughts were proposed for preventing extraordinary floods in the Haihe River Basin,which could provide valuable references for better mitigating flood in the future.
