我国科普建设与科技创新发展耦合协调度评价研究

摘要 科技创新、科学普及是实现创新发展的两翼,只有二者相互促进、协调发展,才能更好地推进我国的科技强国建设。为探究我国科普建设与科技创新发展的协同状况,本研究采用熵权法对2004~2020年间各年度的科普建设及科技创新水平进行了综合评价,通过耦合度模型对二者的耦合协调程度进行了测量。结果显示,随着政府对科普工作的重视和投入的增加,我国科普建设与科技创新之间的耦合协调度总体呈上升趋势,2017~2018年由于科普发展方向上的局部调整,出现了短暂的波动。最后,基于我国当前科普建设情况,本研究从建立更加完善的科普工作机制和评估监测体系、更广泛吸纳社会资本和社会力量、充分利用新兴技术和多元手段3方面提出建议。 Both scientific innovation and the popularization of science are important to promote innovation,and their coordinated development is key to achieving China's goal of building world-class sci-tech power.Aiming to investigate the coordinated status of China's science popularization construction and science and technology innovation development,this study adopts the entropy weight method to conduct an annual comprehensive evaluation of science popularization construction and science and technology innovation from 2004 to 2020,and then measures the degree of coupling and coordination between the two through the coupling degree calculation model.The results showed that with the Chinese government's boosted awareness,efforts and investment in science popularization,the coupling and coordination between the science popularization capacity and science and technology innovation in China has improved,despite mild fluctuations in 2017~2018 due to a temporary adjustment of science popularization development.Finally,this study proposes suggestions from the three aspects of establishing a more sophisticated mechanism and assessment system for science popularization,more widely absorbing social capital and social forces,and fully utilizing emerging technologies and diversified means.
