Urban Innovation Quality,Institutional Environment and Regional Integration

高质量发展阶段,创新是经济发展的第一动力,创新推动区域一体化的作用取决于制度环境变迁。从理论上看,创新通过产业梯度转移、经济发展效应和创新溢出效应促进区域间要素流动与产业融合,制度环境的改善能够降低交易成本和强化市场竞争,制度环境对创新推进区域一体化具有调节作用,创新和制度环境改善,推动区域一体化发展。利用中国284个地级及以上城市2003—2020年面板数据的实证研究结果表明:第一,城市创新质量的提升和制度环境的改善均能提高区域一体化水平。第二,制度环境的改善有利于发挥创新对区域一体化的促进作用,制度环境的改善有利于更好地发挥创新的外溢效应,推动区域一体化进程。第三,城市群发育程度和城市区域一体化水平不同,创新和制度环境对区域一体化的影响存在差异。基于这些结论,得到的政策启示是发挥创新驱动作用、改善制度环境,进而提升区域一体化水平。

In the stage of high-quality development,innovation is the first driving force for economic development,and the role of innovation in promoting regional integration depends on the changes in the institutional environment.The empirical research results using panel data from 284 prefecture level and above cities in China from 2003 to 2020 show that:firstly,the improvement of urban innovation quality and institutional environment can both improve the level of regional integration.Secondly,the improvement of the institutional environment is conducive to unleashing the promoting effect of innovation on regional integration,and the improvement of the institutional environment is conducive to better unleashing the spillover effect of innovation and promoting the process of regional integration.Thirdly,the development level of urban agglomerations and the level of urban regional integration vary,and there are differences in the impact of innovation and institutional environment on regional integration.Based on these conclusions,the policy inspiration obtained is to play a driving role in innovation,improve the institutional environment,and thereby enhance the level of regional integration.
