“创新内卷”:基层数字治理偏离行为的归因与纾解

“Innovative Rat Race”:Attribution and Mitigation of Grassroots Digital Governance Deviation

数字技术日趋成为基层场域中的重要治理工具,内含着“硬币的两面”:一面正是我们不断追求的通过技术创新以实现基层治理效能的全面提升,其隐藏的另一面是“创新内卷”“数字超载”等问题的层出不穷。针对数字治理内卷畸变现象,本研究以“技术—组织—环境”为理论框架,试图全面把握影响基层治理行为的多重要素。研究发现,在技术泛化惯性、数字考核焦虑、公众期待倒逼等因素的叠加下,共同导致了基层数字治理中的效率降低、系统内耗等偏离行为。在明确“创新内卷”的归因逻辑基础上,提出了纾解其病症的现实路径,以期系统修正这一基层数字治理偏离行为。

Digital technology is becoming an important governance tool in grass-roots fields.It contains the“two sides”of the coin:on one hand,we are constantly pursuing technological innovation to achieve the overall improvement of the effectiveness of grass-roots governance.The flip side of this is that problems such as“innovation rat race”and“digital overload”keep cropping up.Aiming at the distortion phenomenon in rat race,the paper takes“technology-organization-environment”as the theoretical framework,and comprehensively grasps the multiple important factors that affect the grass-roots governance behavior.It is found that the combination of the inertia of technology generalization,the anxiety of digital assessment,and the public's expectation leads to the deviation of efficiency and internal friction in digital governance.On the basis of clarifying the attribution logic of innovation rat race,this paper proposes a realistic path to relieve its symptoms so as to systematically correct this deviation of digital governance at the grass-roots level.
