农村集体资产股份合作制改革与农户对“一肩挑”赞成程度的关系

农户对村党支部书记、村委会主任“一肩挑”的制度认同和政策支持是落实“一肩挑”、实现有效治理的重要保证。然而在大力推进的过程中,农户赞成度低的问题普遍存在。基于科斯定理等理论分析,利用农户微观数据,采用有序Logit模型并计算其边际效应,探究农村集体资产股份合作制改革对农户赞成“一肩挑”的影响及其理论机制。结果表明,股份合作制改革对农户“一肩挑”赞成程度具有显著正向影响;农户个体特征、选举环境、村庄地区特征也是影响农户赞成程度的重要因素。平均边际效应验证了实施改革能有效降低不赞成和中立态度的比例、增加赞成的比例这一结论。据此提出政府和村两委要深化农村集体资产股份合作制改革成果,确保农村集体经济发展和农民集体财产性收入增加同步推进;同时,积极宣传、有序引导,提高农户对“一肩挑”的赞成程度。

The institutional recognition and policy support of farmers for the village Party branch secretary and village committee director is an important guarantee for the implementation of the"one shoulder"to achieve effective governance.However,in the process of vigorous promotion,the problem of low degree of consent of peasant households generally exists.Based on Coase theorem and other theoretical analysis,using farmers'microscopic data,using ordered Logit model and calculating its marginal effect.This paper explores the influence of the reform of the rural collective asset stock cooperative system on farmers'support for"one shoulder"and its theoretical mechanism.The results show that the reform of stock cooperative system has a significant positive impact on the approval degree of farmers'"one shoulder";The individual characteristics of farmers,the election environment and the characteristics of village areas are also important factors that affect the approval degree of farmers.The average marginal effect validates the conclusion that implementing reforms can effectively reduce the proportion of disapproval and neutrality and increase the proportion of approval.Therefore,it is proposed to deepen the reform results of rural collective assets joint-stock cooperative system,to ensure the rural collective economic development and the increase of farmers'collective property income promote simultaneously;At the same time,actively publicize,orderly guide,and improve the approval degree of farmers to"one shoulder".
