“双高计划”背景下非重点高职院校发展路径研究——基于广东省的实践

The Development Path of Non⁃Key Higher Vocational Colleges under the Background of"Double⁃High Plan"--Take Guangdong Province as an Example

围绕“双高计划”背景下非重点高职院校发展路径主题,在对高职院校二元结构进行深入分析的基础上,以广东省为例,对非重点高职院校进行SWOT分析,提出了精准定位,实施差异化发展;把握规模,获取发展动力;围绕消费者,重建教育教学体系;淡化行政色彩,打造市场导向组织架构等非重点高职院校发展路径。非重点高职院校虽难以复制重点高职院校的发展模式,但“双高计划”对其依然具有重要价值。非重点高职院校亟需摆脱路径依赖,主动转变角色;政府应大胆放权,鼓励转型,推动高职院校形成多样化发展格局。

Focusing on the theme of the development path of non⁃key vocational colleges under the background of the"Double⁃High Plan",on the basis of in⁃depth analysis of the dual structure of vocational colleges,taking Guangdong Province as an example,this paper analyzes the SWOT of non⁃key vocational colleges and proposes precise positioning and differentiated development ideas:Grasp the scale and obtain development momentum;Rebuild the education and teaching system around consumers;Dilute administrative bureaucracy to create a market⁃oriented organizational structure and other development paths for non⁃key vocational colleges.Although it is difficult for non⁃key vocational colleges to replicate the development model of key vocational colleges,the"Double⁃High Plan"still has high value for them.Non⁃key vocational colleges urgently need to break away from path dependence and actively change their roles,and the government should boldly delegate power,encourage transformation,and promote the formation of a diversified development pattern for vocational colleges.
