从“数字嵌入”到“数字包容”: 乡村治理数字化转型的进路反思

From“Digital Embedding”to“Digital Inclusion”:Reflection on the Way of Digital Transformation of Rural Governance

数字技术深度嵌入乡村治理场域,实现了乡村内部各要素于不同层次和维度上的结构性重组,为有效推进乡村治理数字化转型提供了重要支撑。然而,在数字化与老龄化不断提速的“双化”转型交叠期,由数字资源供给非均衡化和数字技术应用不平衡性等多重因素引致的“数字嵌入失衡”严重掣肘数字乡村战略的高效施行。作为古圣先贤“均平思想”在数字文明时代的新体现,“数字包容”为矫治数字嵌入失衡问题提供了一种全新的调适进路,通过顶层设计、理念重塑、社会支持、多元投入以及权利保障等策略,建构集制度、价值、主体、资源、权能等要素于一体的数字包容体系,在对数字乡村发展价值理念和目标内涵形成有效回应的同时亦可促使乡村治理数字化转型更为高效均衡、普及普惠。

Digital technology is deeply embedded in the rural governance field,realizing the structural reconstruction of various elements in the countryside at different levels and dimensions,and providing important support for effectively promoting the digital transformation of rural governance.However,in the overlapping period of digitization and aging,the“digital embedding imbalance”caused by multiple factors such as the unbalanced supply of digital resources and the uneven application of digital technology seriously hamper the efficient implementation of the digital village strategy.As a new embodiment of the“equalization thought”of ancient sages and sages in the era of digital civilization,“digital inclusion”provides a new way to correct the imbalance of digital embeddedness.Through top-level design,concept reshaping,social support,diverse input and rights protection and other strategies and implementation,the construction of a digital inclusion system integrating elements such as institutions,values,subjects,resources and powers.While it forms an effective response to the value concept and goal connotation of digital rural development,it also promotes the digital transformation of rural governance to be more efficient and balanced,universal and beneficial.
