近几十年来,中国走出了一条具有系统性特色的宏观经济发展、运行和调控之路,提出并展开了“完善宏观经济治理体系”的政策实践。我国不断寻求突破凯恩斯主义等传统理论框架,推动从宏观经济调控走向宏观经济治理,坚持长短期兼容、供需动态平衡、宏微观协调,强调总量调控与结构优化、周期内平衡与跨周期统筹、流量稳定与存量迭代、势能激活与动能畅通之间的一致性和协同性,就实施财政、货币政策的思路和方式及与其他政策的协调搭配开展了一系列创新性探索。完善宏观经济治理体系的思想、战略和实践已不单是宏观经济学的创新成果,而是汇入了中国式现代化的宏大潮流,构成了构建高水平社会主义市场经济体制的重要内容,能够有力配合推动高质量发展、建设现代化经济体系的各项任务。

In recent decades,China has embarked on a path of macroeconomic development,operation and adjustment with systematic characteristics,proposing and implementing policy practices of“improving the macroeconomic governance system”.China is constantly seeking to break through traditional theoretical frameworks such as Keynesianism,promoting the transformation of macroeconomic control to macroeconomic governance,adhering to long-term and short-term compatibility,dynamic balance between supply and demand,and coordination of macro and micro,emphasizing the consistency and cooperativity between total volume control and structural optimization,intracycle balance and cross-cyclical coordination,flow stability and stock iteration,and activate potential energy and smooth kinetic energy,and carried out a series of innovative explorations on the ideas and methods of implementing fiscal and monetary policies,as well as their coordination with other policies.The thought,strategy and practice of improving the macroeconomic governance system are not only the innovative achievements of macroeconomics,but also the grand trend to Chinese-style modernization,which constitutes an important part of building a high-level socialist market economy system,and can effectively cooperate with the tasks of promoting high-quality development and building a modern economic system.
