辽宁企业绿色技术创新机制及配套措施存在的问题及对策

党的二十大报告指出,我国应在未来发展中广泛形成绿色生产生活方式,碳排放达峰后稳中有降,生态环境根本好转,美丽中国目标基本实现。这样的背景下,企业如何解决因经济发展所带来的环境和资源困境便成为重中之重。辽宁企业绿色技术创新机制及配套措施存在着诸多问题,包括政府投入在总量、构成和效果不合理,政府资金的民间资本投入带动能力有限,对科技人才吸引力不足,支持企业绿色技术创新配套措施需要优化等。应采取增加财政投入,优化政府投入构成,提高资金使用效果,增强政府投入对民间资金的带动能力,加大人才引育力度,进一步完善绿色技术创新配套政策等方面的措施。

The report of the 20th Party Congress pointed out that China should widely form a green production and lifestyle in its future development,carbon emissions should be reduced steadily after reaching the peak,the ecological environment should be fundamentally improved,and the goal of a beautiful China should be basically realized.Against this background,how enterprises can solve the environmental and resource dilemmas brought about by economic development has become a top priority.There are many problems in Liaoning enterprises'green technological innovation mechanism and supporting measures,including unreasonable government investment in the total amount,composition and effect,limited ability to drive private capital investment of government funds,insufficient attraction to scientific and technological talents,and optimization of supporting measures to support enterprises'green technological innovation,etc.The government should take measures to increase financial investment and optimize the support for enterprises'green technological innovation.Measures should be taken to increase financial input,optimize the composition of government input,improve the effect of the use of funds,enhance the ability of government input to drive private capital,increase the attraction of talents,and further improve the supporting policies for green technological innovation.
