“科改行动”是继国企改革“双百行动”“区域性综改试验”之后开展的又一项国企改革专项工程。分析了转制院所的发展现状及其在深化市场化改革中面临的瓶颈问题,并对在“科改行动”背景下转制院所提升自主创新能力提出对策建议。

The“Science and Technology Reform Action”is another special project for state-owned enterprise reform carried out after the“Double Hundred Action”and“Regional Comprehensive Reform Experiment”.The current development status of the transformed institutes and the bottleneck problems they face in deepening market-oriented reform were analyzed,and countermeasures and suggestions for improving the independent innovation ability of the transformed institutes under the background of the“Science and Technology Reform Action”were proposed.
