“材料”是政府呈现工作内容的各种文书。“材料”的言说事项、主体身份、类别形式的确认以及书写过程中的理性嵌入促进了芜杂信息的精细整饬,“材料”所承载的责任与压力意义降解了上下级政府之间信息的层级垄断,“材料”的书面形式凭借组织“语言”的统一和传播路径的稳定缓冲了信息的内容偏差。“材料”运转的有效性以权责统一为基础,增强“材料”运转效能、纾解科层信息之累需要进一步清晰界定主体间的权责分配,承认下级政府的正当利益,并加强公共行政人员的能力建设。

"Materials"are various documents used by the government to present work content.The confir-mation of the speech items,subject identity,category formsand rational embedding in the writing process of"materials"promote the fine sorting of miscellaneous information.The responsibility and pressure carried by"materials"promote the hierarchical monopoly of information between upperand lower levels of government.The written form of"materials"buffers the content deviation of information byrelying on the unity of organiza-tional"language"and the stable dissemination path.The effectiveness of"materials"operation is based on the unity of powers and responsibilities.To enhance the effectiveness of"materials"operation in relieving the bur-den of bureaucratic information,it is necessary to further clearly define the distribution of powers and responsi-bilities among actors,recognize the legitimate interests of lower level governments,and strengthen the capacity building of public administration personnel.
